Don't blame Obama for this mess

For all the heat the president has taken for the economy, he has gotten some things right. And regardless of Tuesday’s vote, history says we're in for an upswing.

To be sure, President Barack Obama is receiving the lion's share of the anger about the state of the U.S. economy. His approval rating is near its all-time low; his handling of the economy is rated even lower.

That's understandable: Unemployment stands near 10%, home prices continue to founder, job growth has stalled, and consumer confidence is falling again. Just 22% of those polled by CBS News recently believed the economy would improve anytime soon. And with the midterm elections less than a week away, there's a flock of opposition candidates to help the electorate focus on Obama's shortcomings.

But how much of the blame he deserves for this economic malaise is debatable.

Though Obama inherited a mess, there are certainly things he could have done differently. More of his $787 billion stimulus package might have focused on fast-acting personal and business tax cuts. Obama himself conceded recently that "there's no such thing as shovel-ready projects," in reference to the infrastructure spending he proposed to stir the economy. And yes, he could have toned down the anti-Wall Street rhetoric.

But Obama, and Congress, have been positive forces. And other presidents, including Ronald Reagan and George H.W. Bush, had lower economic approval ratings heading into midterm elections. Reagan's approval rating stood at 35% in September 1982, while Bush's stood at 36% in summer 1990. Gallup most recently put Obama’s rating at 38%. Bill Clinton managed a 39% approval rating in October 1994, according to CBS News.

So while the electorate appears determined to punish Obama and the Democrats, it's not so clear how much punishment they deserve.

The Obama upside

In fact, some facets of Obama's economic strategy deserve credit.

The recession officially ended more than a year ago. Nearly 1.6 million jobs have been created over the past year -- more than in the previous decade. The effects of the financial crisis of 2007-09 are fading as credit starts to flow again. Despite long odds, the economy was pulled back from the precipice, dusted off and put back on an upward path thanks to the bank bailout (which turned a profit for taxpayers, by the way) and Obama's stimulus package.

Between summer 2009 and spring 2010, in fact, the situation was almost rosy. Consumers were reducing debt burdens. Banks were working through loan losses. Businesses were rebuilding inventories. The stock market was roaring.

Then the global debt crisis struck. And the BP (BP, news, msgs) oil spill. And the government's lawsuit against Goldman Sachs (GS, news, msgs). The U.S. dollar moved higher as the euro plunged. This took the wind out of the U.S. economy's sails, sent stocks reeling and damaged exporters. Businesses hoarded cash instead of hiring and investing. The Obama administration's "summer of recovery" looked more like a winter of discontent.

This punch in the collective stomach came at a vulnerable time: The economy was going through a typical midcycle slowdown as the rapid rebound from the recession's low transitioned into slower, more-normal growth. But before business investment and consumer spending could kick in, confidence was shattered. There was little a politically weakened Obama could do besides scramble.

Along with all this short-term trouble, the truth set in that some of the biggest issues the economy faces, such as long-term unemployment, are due to structural problems -- something I discussed in a recent column. These issues will be much harder and take much longer to fix.

Included are things such as skill mismatches, the loss of productivity for idled workers and the difficulties involved with relocating the nation's work force when so many homeowners are "underwater" on their mortgages and can't afford to sell and move. A recent International Monetary Fund paper finds that up to 1.3% of the increase in the unemployment rate is attributable to this last factor alone. All that means the "natural rate" of unemployment could now be as high as 6.5%.

That's the bad news.

Fortunately, it's becoming increasingly clear that after drifting through the economic doldrums, America is ready to grow again thanks to the export-boosting power of its weakened currency. The dollar has plunged more than 25% against the euro since June. That should provide a boost to third-quarter gross domestic product numbers (due to be released Friday) and job creation in the months to come, just as a weakened euro helped Europe bounce back earlier this year.

Moreover, as far as the stock market is concerned, elections during a president's second year in office tend to mark the start of a rip-roaring bull market run. That should provide a boost throughout 2011.

The Obama downside

None of this will come fast enough to keep Democrats from being punished at the polls next week. Obama owns the current economy in the minds of voters. It didn't help that his advisers had sworn his stimulus plan would keep the jobless rate below 8% but were painfully wrong.

There are certainly areas where Obama has damaged the recovery, mainly because of uncertain policies on taxes and regulation. For example, his predecessor's tax cuts will expire at the year's end, and we don't know what will replace them. That's a terrible environment in which to do business and make big spending decisions.

These are same concerns that sapped confidence in the depths of the Great Depression in the 1930s. And that's what has Allan Meltzer so worried.

Meltzer, a Carnegie Mellon University professor of political economy and the author of "A History of the Federal Reserve," told me over the phone that he believes the current obsession with more economic stimulus from the Fed (something he views as dangerously foolish) is the result of policy errors by the White House. Indeed, he boils it down to a simple equation: Obama's missteps are causing Fed Chairman Ben Bernanke's missteps.

Meltzer believes more fiscal stimulus is the answer. He suggests a moratorium on tax increases and new regulation. That would let businesses and households stop worrying about increased costs for energy, health care or financing and instead focus on growth. It would also take a lot of uncertainty off the table.

    Active, sorry about the two "always".  I'll amend mine to "usually".  Can't do much about Jefferson's :).

    Another election has come and gone and I'd like to put in my 2 cents worth about the national debt and the proposed tax cuts.  Obama was on the right path with healthcare reform but it didn't go far enough for me for too many reasons to mention here.  At least he got something through.  A goal which has eluded this country back to FDR.

Hopefully we can build on that and reduce costs.

    As for the Bush tax cuts.  I believe Obama's proposal for the $250k cap is good, $100K would be better.   CBO's estimates of a $750B savings for the government seem logical to me, and more than fair.  Perhaps my middle class, rural upbringing has alot to do with it.  Perhaps my experiences with the wealthy has a bearing as well.  And by wealthy I don't mean Trump wealthy.  I mean the filthy rich.  They don't need another Bugatti or 7th estate.  Especially when their country needs help.  Buffett and Gates get the idea.  Most do not.

Now then, as for you Chucklehead9, you better wipe that smug look off of your mug and give us Mitt Romney in 2012 with Scott Brown as the VP.  You give us a pee party guy, or the blubber-chewer war mongering she-b****, or some old guy, or some wing-nut like bon e r-boehner, or the aqua buddha worshipper and we moderate swing voters will give you FOUR MORE YEARS OF THE 'BAMA DRAMA!  y'all better straighten up and fly right and stop this obstructionism or you (and not the author) will lose all credibility and be kicked to the curb once and for all.

seeing the results of election, now it looks like both the parties will have to work together or loose at the end. the republicans won the house, but that win was possible due to shift in votes from independents not the republicans. so they have to step up to the plate and make necessary changes to either get the policies that will benefit the job market out.

if they think healthcare is the issue, wait till next election they will be thrown out.

  MR BOEHNER will be the first to go, so now the time has come to get things done. agenda to overthrow democrats wont work. they will have to make efforts to move the policies faster. two years is a short time. besides healthcare the economy is the biggest concern among voters.

  2012 will decide the fate of both parties. so overthrowing obama will not work for next 2 years. secondly if they become naysayers again, voters will not stand behind them.

same old grid lock will not work. i am glad both the parties got a lesson from this. change the mind set and work on the economy. tea party has not emerged from blue, this are people who are middleclass people they will be watching what their candidates are doing. we have a good system in place which will correct both party.

No way we can blame him.  He inherited a gigantic hole.  Filling it will be no easy task.  It took many years to get in this shape, a fix won't appear overnight.   Personally, I think the man has done a great job of managing the mess he was left with.

impressive post ogre alex.  reasoned, passionate and detailed.  i have had many a conversation such as this with my TP bro-in-law over beers and a cigar.

 

i think the 287 posts show that we will never agree on many of these areas BUT we do have a lot of over-lap that could prove helpful in re-energizing the stagnant GOP.  you see i am a moderately-conservative swing-voter who finds the TP attractive for some reasons but repugnant for others.

 

i wanted obamacare to pass even though it was flawed just to prove to the country that we could actually do something and not keep grabbing our ankles for big-pharma and big-medical.  imho, obama is not ruining anything: the party of no has been ruining, and continues to ruin, everything as they do nothing.  nixon was the last to try healthcare reform and they shot him down.  these TP people will be under a lot of scrutiny as my sense is they just want to cut costs and regulations and not provide any viable solutions either, kind of like libertarians on steroids, while big pharma and the docs go back to raping and pillaging the system.  we'll see.

 

as for concerns about docs i don't want to hear it.  i do their taxes, investments and financial planning and most are vastly overpaid, live in mcmansions and drive beemers, mercedes, lexus or acura.  they are just car mechanics for human bodies and are not above the laws of finance.

 

i won't get into brazil since you posted an extremely superficial comment about a country that did a 360 degree turn for the better, while we are sinking further into the quicksand of ruinous debt and national moral decay.  i have many guns and feel quite safe with my concealed carry - walking around at night is not the issue.

 

great comments on newt and hillary. i helped vote newt and company in in 1994, with high hopes.  i will be voting for a dem governor as he has done a good job (love the two-term limits - why not for Congress????) i will vote for a repub senator since he was in the 1994 group and tried to balance the budget and i will vote against repub rep because she voted against small biz and for staying in afghanistan.

 

i want to see more sen. scott browns out of the GOP and less worshippers of aqua buddhas and much less of palin who is off her rocker (right out of the movie dr. strangelove).  she is a very scary person.

most of the Tea Party is made up of white males over forty and the wealthy are now swinging behind the GOP to save tax welfare for the rich.  in addition, it is the GOP who wants to gut finreg and take away healthcare from the uninsured/Active RIA

What you see of the public TEA PARTY is similar to an iceberg.  Those are the people that have the time and money to  foment CHANGE, as politics has been on a serious decline for years: see Congress approval ratings!

 

We dont want to leave anyone uninsured,  but OBAMAcare is seriously flawed. It doesnt include illegal aliens who are a major problem for Emergency Rooms, in that they dont pay either.

 

But, its not the answer just as welfare isnt really working for US either.  Spend some time just sitting in a welfare office and WATCH & LISTEN to the Parasitic Poor.

 

Obama is already ruining Medicare for many of US.  He thinks by cutting payments to MDs it will cut costs. In reality,  MDs drop out and no longer take  new patients.

Out of 5 MDs I tried when I needed a new one,  only three were still accepting new patients,  but two of those proved incompetent on the first visit.

(My original  Marcus Welby MD long ago  used to send me to UCLA Medical Library to learn and understand my own best interests, medically.)

 

As to holding up  Brazil as a positive example:  LOL...  Most of their cities are not places to be out at night!

 

And, as to Contract W/America,  it was crook Gingrich that thought he could pull a PELOSI and run the world; she just did it one better with a govt jet.

 

Gingrich is the GOPs version of Hillary:  Gingrich wanted to turn  nuclear waste disposal over to  Arthur Andersen:  people who destroyed ENRON.

And, many in Congress, mostly good politicians, left because of his intimidating ego.

 

Hillary worked behind the scenes acquiring  $$$$$$ from China for campaigns with the end result sending many Chinese  to federal prisons, and she remained untouched. ;-(((

But, China  got their ICBM flaws fixed...

PS  Nowadays,  politicians are either funneled  stock shares which biased their votes  (ie CLNE)  or given book deals with REWARD$ that are still questionable.  

(Hillary couldnt afford her NY home when they bought it, but soon after she had $5Million to give to her campaign funds to derail "too little experience" Obama.

really excellent post and passion financial.  for those who forget the Contract with America here you go (and note how this has been completely gutted to form the new Pledge to America - next it will be the Pinkie Swear to America).

 

On the first day of their majority in the House, the Republicans promised to pass eight major reforms:

  1. require all laws that apply to the rest of the country also apply to Congress;
  2. select a major, independent auditing firm to conduct a comprehensive audit of Congress for waste, fraud or abuse;
  3. cut the number of House committees, and cut committee staff by one-third;
  4. limit the terms of all committee chairs;
  5. ban the casting of proxy votes in committee;
  6. require committee meetings to be open to the public;
  7. require a three-fifths majority vote to pass a tax increase;
  8. guarantee an honest accounting of the Federal Budget by implementing zero base-line budgeting.

do not lose hope though, as there currently is a sitting bipartisan Debt Reduction Commission.  all we have to do is force them to implement the tough solutions.

i think my only disagreement is with your use of the word "always" not once, but twice.  absolutes, as you well know, are likely false statements from the get go.  there are legions of Christians who are Christ-like in America - don't let the media fool you.  now, we may be in the minority as you infer, but we are powerful soldiers in His kingdom here on earth, and one way or another we will see justice for all and the demolition of this modern war mongering for wealth.

I don't blame Obama, I blame Franks, Reid, Dodd and Frank Raines.  They extorted banks and lenders into loosening up lending to those who did not deserve/qualify for mortgages. It all happened under a Democratic controlled Senate.  Frank Raines who headed Fannie Mae left it bankrupt.  Personal friend of Obama, Frank Raines left Fannie Mae with a $90,000,000. bonus.  That is $90 million, folks!!

The Republicans & Democrats are equally as bad, That is why the Dem's were elected in a tidal wave after 8 yrs of Bush. Now another wave is crashing that will elect Republicans back into office. Whatever happened with the Republicans 1994 Contract with America? Huh? Does anyone who actually believes the Republicans are any better remember that gem? Do any of you Tea Party lovers realize it is a few, select, wealthy individuals almost funding the Tea Party in whole? That the same wealthy individuals & Evil Corporations that you bash in endless comments for Gambling with your life savings are the same ones selecting the Tea party candidates they want to win on Nov 2nd? That they are the ones funding their campaigns and Tea party Organizations? No, I bet none of you have bothered to read into any facts before spilling crazy hate and illiterate comments.
The only way to end abuse of Government power is with common sense. Instead of screaming slurs, get involved and push to Set term limits for the Federal Government House & Senate seats, Term limits for state officials, educate ourselves, get involved locally, learn who your Representatives are, look at their voting records, not there party affiliation. Sanity has to return. Its bad John Stuart, a comedian, makes more sense than our elected officials, media or our public. Its not a Grand Conspiracy, No. It's just the plain old Human emotion of Greed.  Greed for Power and Money. Why do you think Christine O'donnell is running? Do you really believe she is different or that she is some Saint wanting the best interest for Delaware and its Citizens?  No, She is not a Witch. She is just another greedy, wannabe, Politician using the emotions of everyday "Tea Party" working people to get herself elected for her own benefit.  Lets see what all the Tea Party, Democrat or Republican candidates do once elected.  I'm willing to bet its not what is best for you or I

Interesting reply Active.  Your quip about another inquisition doesn't sound very Christ like though.   Christian yes, but not Christ like.  Guess thats a problem when you guys band together.  It always gets ugly.  One follower of Christ offered this statement long ago.  " The Christian God is a three headed monster; cruel, vengeful and capricious.  If one wishes to know more of this raging, three headed beast-like god, one only needs to look at the caliber of people who say they serve him.  They are always of two classes; fools and hypocrytes." 

      It appears that you are a Christian, but a follower of Christ?  Doesn't appear so.  Would I want a nation of people who act in a Christ like manner?  You bet.  A nation of Christians?  That would be an Iran of a different color me thinks.

     Almost forgot,  the quote was from a follower of Christ.  A man who was not particularly fond of Christianity and its followers.  He was Thomas Jefferson. 

     You got one thing right though.  The flannel.  Its chilly out.

excellent tbb, you are exactly right when you say that Obamacare is not responsible for your 70% increase.  the responsibility begins with reagan and his unrealistic too-low tax rates, to democrats for promising entitlements out the ying-yang, to the bushs' starting expensive wars and invading the wrong countries to reward their oil and military cronies, to the stupid repeal of glass-steagall, to greenspan's admitted major policy blunder, to bush allowing WS to and the banksters to run amok, to our continuing knee-jerk voting reactions to elect whoever promises us the most during the campaign (elect me and you will instantly have jobs is the new one - what a joke).

 

we were already going to have to raise taxes to pay for all of the ER visits as the state medicaid systems went down the toilet so healthcare reform had to happen.  the only difference is that now you are going to pay for your own family and you own lack of wellness efforts and no longer ride along subsidized on the back of my high state tax payments.

 

you could start jogging, give up cigarettes and alcohol, give up fast food, get regular check-ups at a low-cost clinic, avoid useless antibiotics and stop engaging in sports with high injury rates.  in addition, take public transportation, limit cell phone use, wear a hat and sunscreen outside, support carbon reforms and controls, and drink a lot of green tea.  get an HSA and join the rest of us in self-funding our health care.  i could go on ....
